The Dolomiti - Dolomiten - Dolomitis - Dolomites Foundation will be responsible for managing the new mountain systems that have been designated a UNESCO World Heritage Site for their exceptional natural beauty and their international importance for the Earth Sciences. On May 13th, the five councillors from the Provinces of Trento, Bolzano, Belluno, Udine and Pordenone and the two councillors from the Veneto and Friuli Venezia Giulia Regions, met to to sign the deed of incorporation.
Now, the five provinces that worked together to promote its candidacy since 2004 are outlining the strategy for its overall management. There are three fundamental guidelines for maintaining the universal values of a natural asset: conservation and management, communication and promotion, to which we add the scientific, cultural and social objectives for the preservation of the landscape and geological assets. The strategic plan will also address the management of tourist flows and the sustainable development that is more necessary than ever in this context. Environmental education and training will also play an important role. From this perspective, the autonomous Province of Trento has made a great investment and founded the School for the Governance of the Territory and Landscape. Dedicated to training and managed by the Trentino School of Management, the School was created to promote and spread a true culture of the landscape, a key element of Trento's identity and tradition and an essential component of planning that sees a balanced relationship between landscape, territory and development. The innovative process of change in the management of the territory arises from the new Provincial Urban Plan, the third in the history of its special autonomy, which recognizes that the new status of the Dolomites is a precious opportunity. The educational projects proposed by the School will help administrators, functionaries and subjects of the territory involved in the process of change in the Trento area, with institutional reform at the top of the list, to confront the changes underway in both urban and institutional planning.
The strategy for managing the Dolomites, which last June 26th became a World Heritage Site, has the objective of creating collaborative networks between the agencies and territories that already responsible for governing the area of the Dolomites. The purpose of the Foundation will be to ensure coordination between the provinces and regions from the point of view of harmonising their policies. So, there are two key words that describe the overall management of the UNESCO Heritage Site of the Dolomites, network management and harmonisation. For example, a network of parks and protected areas will be essential in the context of protecting the integrity of the natural asset. It will be the same for the preservation of the geologic assets. The context of communication and training, which is fundamental for a correct shared management strategy, is also very important.
Harmonising the technical-administrative tools of each founding partner will result in a very important step forward: inserting precise instructions in the strategic, territorial and socio-economic planning of each territory, based on the legislative tools that each structure allows, is fundamental for the purposes of shared management. In such a complex strategic plan, management tools such as common protocols for specific areas, such as the monitoring of the carrying capacity of the single areas of the Dolomites, will be essential. The foundation's charter places its registered office and tax domicile in the Province of Belluno, while the five operating offices will report to each of the Provinces that guided the candidacy process. The Administrators will use the personnel of their own internal structures. The management fund consists of annual grants for each of the founding partners in the measure of one-fourth for each autonomous province and one-fourth divided between the Province of Belluno and the Veneto Region and one-fourth divided between the Provinces of Udine and Pordenone and the autonomous Region of Friuli-Venezia Giulia.
